If i summon junk synchron and my opponent chains book of moon does the effect miss timing? It is a when-can effect, but i thought since it activates when he summoned and he's not the typical monster that is covered in that category(normally its something like a peten getting sent to the grave for a synchro summon or something along those lines) that he might be excluded.

the effect activates as chain link one upon the summon, and BoM would be chain link 2, so no.

and it gets effect, I believe.

okay thats what i thought and the other guy, though he believed it did miss timing, was really cool about it we both were curious in case it went the way the other person said so we called up an admin but they werent coming so we left the call up and continued the duel assuming i was right and after i won we were both suprised the admin never came so i figured i'd ask here and get some dp while i was at it.

Well, Junk's effect says 'when normal summoned' so the priority change doesn't effect it...

What's miss-timing?

This should explain it. http://yugioh.wikia.com/wiki/Missing_the_Timing
Though the only reson I thought it might include it was the wikia says "when...can" effects and sure enough he said "when this card is normal summoned you can". But that problem has been put down now.
